A compliance matrix is a table submitted with the proposal that acknowledges all mandatory requirements, and/or identifies where (in the proposal) material related to these mandatory requirements is to be found, and/or agrees to all draft contract articles.
A compliance checklist is a form provided by the client in the RFP that purports to list all submission mandatories. The submisison instructions should clarify whether it is to be completed and submitted, or used merely as a convenience.
Compliance means “meeting all mandatory requirements,” and it’s the second-most important thing in RFP responses.
A contract amendment that adds to or deletes from the contracted scope of work. Can reflect many things, from the client’s lack of attention to specifying the Work completely in the first place, to new circumstances, to the contractor’s wiliness to bidding what appeared to be a complete solution but was not.
Bid lower than cost or lower than cost-plus-a-reasonable-markup to be more sure of winning a contract. Used to break into a new industry or to discourage other competitors from entering your own.
